In the article, the author notes that state supervision (control) over the formation, storage, updating, and release of material assets of state reserves is an important element in the system of ensuring national security and the effective use of state resources. In the context of global threats and changes on the world stage, the role of state reserves, particularly strategic resource stocks, has significantly increased. This necessitates the establishment of strict regulation and the organization of proper control over the processes of forming and storing such resources, ensuring their prompt release when needed.
State supervision is carried out through a number of executive authorities, such as the Ministry of Economy, the State Emergency Service, and other bodies that ensure control over the condition of material assets. One of the key elements of such supervision is the development and implementation of normative legal acts that define the procedures for formation, storage, control, and the conditions for their operational use. Control bodies must conduct regular checks on the state of material reserves, verify their quantity, quality, and the availability of necessary documentation.
The formation of state reserves must include determining the volumes of stocks necessary to maintain the country's life in emergency situations. This includes not only food resources but also technical, medical, and fuel-energy resources. An important aspect is the timely updating of material assets, as the shelf life of some products may expire before they are used. The system for updating material reserves is necessary to maintain the quality of stored resources and their prompt use in the event of emergencies.
Control over the release of material assets is an extremely important stage in working with state reserves. It helps avoid misuse of resources and ensures their timely supply for the country’s needs. The process of releasing material assets must be clearly regulated, which requires the presence of appropriate permits, procedures, and measures to prevent abuse.
The regulatory and legal framework for such control includes laws, government decrees, and other normative acts that define the procedures for controlling material reserves. In turn, this allows the creation of a system that ensures the most effective use of state resources in the event of threats to national security or natural disasters.
It is noted that ensuring effective state control over material reserves is a critical factor for the country’s national security, requiring a systemic approach to its organization and continuous improvement of the regulatory framework. Key areas for further development in this field include automating material asset accounting processes, improving cooperation between control bodies, and regularly updating regulatory documents.
