INNOVATIVE APPROACHES TO COMBATING CORRUPTION: INTERNATIONAL EXPERIENCE

Abstract

The use of modern innovative technologies in the investigation of corruption offenses can solve the problem of insufficient transparency in management and finance. The main innovative approaches in the fight against corruption include: blockchain technology, digital public services or e-government, transparency portals, or open data portals, crowdsourcing platforms, reporting tools. The scientific article pays attention to reporting portals, such as the electronic systems ProZorro and DoZorro, analyzes the creation of anti-corruption chatbots in order to increase the effectiveness of the fight against corruption.

An important innovative introduction to reduce corruption and, accordingly, its impact on the economic security of the state is the automation of administrative processes. For example, the use of blockchain technologies in public administration; business registration without human participation; development of anti-corruption chatbots; electronic procurement (ProZorro and DoZorro systems); use of algorithms for analyzing large volumes of data to identify anomalies in public finances or procurement.

The ProZorro system is an electronic system of open access to information on tender procurement. The DoZorro system forms a transparent environment that reduces the risks of corruption and increases the efficiency of spending public funds. The system allows you to identify suspicious tenders in the format of identifying fictitious participants and conditions that do not correspond to the tender. Chatbots create comfortable conditions for reporting corruption, create conditions for 24-hour reporting on a confidential basis. Chatbots can be linked to government platforms such as ProZorro or Diya to improve coordination of anti-corruption efforts. Chatbots can reach a large number of users, provided they have access to the Internet and a mobile phone.

Innovative approaches to combating corruption include: the use of modern technologies, such as artificial intelligence and blockchain; the development of mobile applications and online platforms for reporting corruption cases; improving legislation and legal norms regulating the fight against corruption; and raising awareness among officials and citizens.
