Abstract

Analyzes the legal problems of settlement of the cryptocurrency market at the present stage. Considered a cryptographic procedure of generation of the latest information and communication and digital technologies. Suggested possible mechanisms of implementation of the financial and legal regulators need the discipline of the cryptocurrency market.

Today, the world is entering a technological age when the availability of  natural resources and the cost of labor are no longer the determining factors of civilizational development. In time, a new technological and innovation revolution, the key motivator of which is the transition to flexible high-efficiency production, the basis of which is the absolute prevalence of individual high-tech products. At the same time, the effective and efficient state-legal context becomes an important basis for the intensive introduction of radical innovative technologies, which in turn is the basis of a new technological revolution. That is, the latest technologies get a real foundation, with the constant support of state regulators.

Depending on the extent to which the state, through legal mechanisms, provides systematic support for technological innovation, a “window” of civilizational capabilities opens in the country concerned. Under other conditions and realities, the state and the national economy are doomed to technological and therefore economic backwardness. The state is obliged by law to provide a business friendly climate, fair rules of economic competition, and most importantly, to respond adequately to the civilizational challenges of the new technological era.
