Abstract

This article reveals the concept and features of administrative-legal regulation of state control over international road transportation. It is determined that state control over international road transportation is an important component of administrative-legal regulation in the transport sector. This ensures compliance with the law, transportation safety, and contributes to the development of the economy, environmental protection, and consumer rights. The concept of "state control" encompasses the activities of state authorities aimed at ensuring compliance by transport participants with the requirements of regulatory legal acts governing road transport, as well as international agreements in this area.

The features of administrative-legal regulation of state control over international road transportation manifest in many aspects, including the organization of control, international cooperation, and the application of specialized procedures and standards. State control is carried out through inspections, monitoring of vehicles, document verification, and ensuring safety and environmental requirements. Special attention is paid to the procedure for registration and verification of international freight and passenger transportation, which requires alignment at both national and international levels.

Management and control over international road transportation are crucial for ensuring the effective and safe operation of transport infrastructure. In Ukraine, these functions are carried out by several authorities, such as the Ministry of Infrastructure of Ukraine, the State Service of Transport Safety, and customs authorities, which ensure the proper implementation of international agreements and standards. A particular feature of such control is that it combines national norms with international requirements, which can sometimes lead to legal regulation challenges.

In addition to legal norms, an important aspect is the control mechanism, which includes the application of penalties, the prohibition of transportation, or even the seizure of vehicles in case of violations. Furthermore, it is essential to expand cooperation with international organizations, such as the International Road Transport Union (IRU) and others, which help resolve many international- scale issues, such as unified standards for vehicle inspections or the need for permits for transportation across different countries.

The author notes that administrative-legal regulation of state control over international road transportation is multifaceted and vital for the development of national and international transport infrastructure. Continuous improvement of legislative and regulatory acts is essential to optimize control procedures and ensure transportation safety.
