Abstract

The article examines the methodological approaches to the professional training of personnel of the State Criminal and Executive Service of Ukraine in the context of digital transformation and the growing importance of information-legal mechanisms in the penitentiary system. The study substantiates the need to develop a comprehensive methodological model that integrates systemic, synergetic, axiological, andragogical, and acmeological approaches with the regulatory framework of criminal-executive, administrative, and information law. Particular attention is paid to the analysis of the normative acts of the Ministry of Justice of Ukraine that define the organization, content, and principles of in-service training. These acts structure the educational process and determine the legal boundaries within which professional training must be implemented.

The article emphasizes that information-legal support should be viewed as a fundamental structural component of professional training rather than a secondary or technical supplement. This conceptual shift enables the construction of an integrated model that reflects the interdependence of legal norms, information technologies, and pedagogical strategies. It is argued that methodological insufficiency in understanding legal principles leads to inconsistencies in law enforcement practice, while methodologically grounded approaches promote coherence, predictability, and scientific validity in legal decision-making.

The research demonstrates that the application of modern methodological approaches enhances the systematic, adaptive, and legally oriented nature of training. This contributes to the formation of professional, digital, and legal competencies required for personnel of the State Criminal and Executive Service of Ukraine to operate efficiently in a rapidly changing regulatory and informational environment. The results offer a conceptual foundation for further improvements in the regulatory framework and practical mechanisms of professional development within the penitentiary system.
