Abstract

The article examines the ethics of official conduct in higher education institutions with specific training conditions. It is noted that the professional sphere of higher education institutions with specific training conditions is associated with the performance of social functions, the main of which is ensuring high quality higher education. In this process, the role of official ethics as a requirement for compliance with high standards of professional activity is important. In conditions of dynamic changes in the political, economic and social spheres, the improvement of ethical norms and standards becomes necessary to increase public trust in the civil service. It is emphasized that official ethics is an effective factor in mobilizing the efforts of state and public institutions aimed at solving the problems of sustainable development and effective use of the human resource potential of Ukraine, staffing for professional development of personnel. This is a historically formed set of moral guidelines, assessments, codes and scientific theories about the proper behavior of a person in official activity. In the civil service, ethics plays a particularly important role, since the activities of the Ministry of Internal Affairs bodies are aimed at the public benefit and must meet high standards of professionalism, impartiality and justice. The implementation and observance of service ethics is not only a requirement of the time, but also a strategic tool for increasing personnel security in the Ministry of Internal Affairs system. Today, various tools are used to develop service ethics in higher education institutions with specific training conditions. Effective implementation of service ethics in personnel training for the Ministry of Internal Affairs system requires a comprehensive approach, including the development of a regulatory framework, training of employees and ensuring control over compliance with ethical norms. It is concluded that in the conditions of growing public distrust of state institutions, employees of the Ministry of Internal Affairs bodies are obliged to act honestly and openly. Transparency in the work of state bodies helps reduce corruption risks. For the successful implementation of this task, it is necessary to develop and implement appropriate tools and mechanisms aimed at the development and maintenance of service ethics among higher education institutions with specific training conditions. At the same time, it is important to both teach cadets and students ethical principles and create effective mechanisms that allow them to evaluate and develop their ethical behavior in their future profession. The inclusion of ethical behavior assessment in the system of professional activity effectiveness of higher education institutions with specific training conditions allows us to assert the important role of ethics in the MIA system as a whole.
