Abstract

The scientific article is devoted to the research and comprehensive analysis of the conceptual aspects of defining the functions and tasks of the public service through a general theoretical analysis.

It has been argued that it is appropriate to distinguish public service functions depending on their essence into general, special and specific. This opinion is confirmed and justified by the fact that the Concept of Administrative Reform in Ukraine emphasizes that the goals, tasks and basic principles of the civil service determine its main functions, such as: ensuring the implementation of state policy in the management of social processes; attracting and retaining the most competent and dedicated personnel to the civil service; career building and promotion based on personal qualities, merits and work results of civil servants; professional training, retraining and advanced training of civil service personnel; effective management of the civil service; ensuring public relations.

A critical analysis of the tasks and functions of public service in Ukraine allows us to understand the conceptual essence, the place of the considered public service in the structure of the public service of our state, the socio-legal potential and significance of this subtype of public service. Moreover, the analysis of the functions of the public service in the relevant sphere makes it possible to assert that the public service, performing special and special tasks determined by the purpose of functioning of a particular sphere, performs both special functions (those that can be performed only by the relevant public service) and general functions (that is, those that can be performed by a public service only in a specific field, for example, in anti-corruption, law enforcement, etc.). This can be explained by the fact that the essential nature of public service is defined by general (public service as a certain type of service must function, performing functions inherent only to it), as well as special features (these features are determined by a specific sphere of competence and are manifested in special activities that cannot directly to perform public service in another sphere of knowledge or influence).
