LEGAL SUPPORT FOR SUSTAINABLE DEVELOPMENT OF RIVER TRANSPORT

The article examines the legal framework for the sustainable development of river transport in Ukraine as a key component of environmentally oriented transport policy. Ukraine possesses substantial natural and resource potential for the development of inland waterway transportation; however, this sector has long remained in decline due to the absence of systematic legal regulation, ineffective environmental control, and the lack of integration of sustainable development principles. The author notes that the Law of Ukraine “On Inland Water Transport” has laid the foundation for the revival of river navigation in the context of integration into the European transport area. The paper substantiates that river transport offers significant advantages in terms of environmental friendliness, energy efficiency, and the ability to reduce the burden on road and rail infrastructure. The author analyzes the alignment of Ukraine’s legal framework with the strategic Sustainable Development Goals (SDGs), particularly SDG 9, 11, 13, and 14, emphasizing the need to harmonize national legislation with international environmental standards. Special attention is given to the necessity of updating technical regulations, modernizing the river fleet, developing navigation infrastructure, and enhancing ecological safety in inland navigation. The role of state policy is also considered in creating incentives for sustainable investment and ensuring legal guarantees for environmental management of water resources. The article concludes that river transport can become a competitive and environmentally safe alternative to other modes of transportation, contributing to the strategic goal of transforming Ukraine into a regional logistics hub in line with the principles of sustainable development.
