ON DEFINING THE PLACE OF MUNICIPAL GOVERNANCE IN THE PUBLIC SERVICE SYSTEM

The scientific article is devoted to research and comprehensive analysis of approaches to determining the places of municipal administration in the public service system.
Arguably stated that at the current stage, in the conditions of scientific and technical progress and development, revitalization of international cooperation and interstate integration, the public service is gaining an ever-increasing role in ensuring the implementation of public-authority functions for the fulfillment of general social goals and tasks through public administration at various levels organizational and legal levels. There is a tendency, in particular in the field of organization of local communities (bodies), to separate political goal-setting, which is developed by local and state politicians, and its administrative implementation, which is created by public services. And therefore, it is public service in its constituent elements: service in state and local self-government bodies becomes a universal means of ensuring the performance of tasks and functions of public-state power.
It was concluded that one of the main means of ensuring the implementation of the functions of the organization of a democratic legal state is the effective and functioning functioning of the public service system. Having as its challenge the implementation of powerful public-self-governing functions and, first of all, the implementation of management activities, service in local self-government bodies is characterized by a low feature that reflects its essence: it is founded and functions in the sphere of public power, has a public-legal character; has special tasks related to ensuring the powers of local self-government; there is a certain connection between state and municipal service – the stage of working in municipal positions is counted against the length of service in public positions and vice versa, and therefore, it is expedient to quickly emphasize that service in local self-government bodies should be considered as permanent, relevant in professional principles of activity of persons who hold certain positions in local self-government bodies, their apparatus for planning support and implementation of their functions and tasks, as well as withholding wages from the funds of the relevant local budget, which gives grounds for asserting that the communal service is an integral a capacious structural element of public service.
