MAIN TRENDS IN THE DEVELOPMENT OF UKRAINIAN LEGISLATION DURING THE PERIOD OF THE UKRAINIAN CENTRAL RADA

Abstract

The article is devoted to the characteristics of the main trends in the formation and development of Ukrainian legislation during the period of activity of the Ukrainian Central Council. Based on the analysis of scientific publications and the source base, the author of the article concludes that the legislative activity of the Ukrainian Central Rada as the Ukrainian national parliament was aimed at consolidating the foundations of state sovereignty. He analyzes the role and place in the state-building processes of the universals of the Ukrainian Central Rada, the Constitution of the Ukrainian People's Republic, as well as some laws (in particular, "On the division of Ukraine into land", "On citizenship of the Ukrainian People's Republic" and the Law "On Registration of Citizenship of the Ukrainian People's Republic", "On Administrative Prize ". on military service and its management of citizens of the Ukrainian Republic", "On the formation of the Committee for the demobilization of the army", "On the formation of the Ukrainian People's Army"), which were of decisive importance for the implementation of legislative initiatives.

The primary legal and legislative acts had a more declarative nature and were aimed at consolidating the normative structure of the Ukrainian state, and with the proclamation of the IV Universal, all aspirations were focused on the establishment of the complete independence of the Ukrainian state, that is, the departure of the state-makers from the principles of federalism and autonomy to the ideal of independence and sovereignty was recorded.

During its creation, the Ukrainian Central Rada was able to develop the foundations of constitutional, land, criminal, financial, family, and criminal procedural legislation, which cannot regulate the progress of its representatives in all spheres of social life, as well as a well-founded and comprehensive approach to legislative activity. The author of the article emphasizes those problems that the Ukrainian Central Rada could not solve at the legislative level, which caused the most discussions in society.
