ФОРМУВАННЯ КАДРОВОГО СКЛАДУ МІЛІЦІЇ У ПЕРШІ ПОВОЄННІ РОКИ (1946-1948)

Abstract

During the entire period of operation of the law enforcement agencies, the staffing problem was one of the most urgent, since it was the human factor that depended on the safety of citizens - one of the most important values of society. This problem is on the agenda of today's police of Ukraine, therefore, the experience of past years regarding its solution is not of purely academic value, but has concrete practical significance. The article examines the main aspects of personnel provision of the militia in 1946-1948. The main factors influencing its understaffing are identified, including the consequences of the war, in which many experienced law enforcement officers died, the post-war devastation, and the famine of 1946-1947, which affected the material and social situation of militia officers. It is indicated that the indicators of personnel support of the militia during the specified period were insufficient, which significantly affected the effectiveness of its activities in combating crime and protecting public order. The personnel of the militia were characterized by a low level of education and little work experience, which reduced their qualifications. Certain achievements and shortcomings in the process of forming personnel potential are analyzed, the main measures taken by the Ministry of Internal Affairs of the USSR and the Ukrainian SSR to overcome the personnel shortage and increase the qualification level of police officers are highlighted. The article shows the ways in which police personnel were recruited, the shortcomings in the organization of this process, related to both objective and subjective factors. The leadership of the Ministry of Internal Affairs tried to take measures to improve the educational level of its employees through various seminars and training courses. During the specified period, it was possible to increase the level of staffing of the militia in the republic. In general, the staffing problem in the militia remained quite acute in the post-war years.
