Current article deals with the historical aspects of the administrative and legal regulation of judicial and expert activity in Ukraine. The study of the genesis of forensic examination in Ukraine will provide an understanding of the causes and consequences of modern problems and ways of solving them, based on the experience of developed countries
Forensic equipment and forencsic service provision plays a significant role in administrative proceedings as a part of proving process. It is impossible to establish the truth in accordance with the norms of (international, regional and national) material and procedural law without the usage of special knowledge.
In the process of historical development of society, special knowledge began to be separated from general knowledge about objects and processes of the material world. This knowledge was accumulated and passed down from generation to generation. The demand for special knowledge and experienced, knowledgeable persons in the investigation of crimes and court processes has developed into an industry that over the centuries has turned into a modern judicial-expert activity, which, unfortunately, is also not perfect and requires reforming. But it was society's request for a comprehensive, objective trial that rejected such outdated forms of the process as inquisitorial (investigative) with the usage of torture and inhumane methods of inquiry, to a more modern mixed (investigative-judicial, continental) with the use of special knowledge for research of evidence.
But the modern administrative and legal regulation of judicial and expert activity in Ukraine needs reforming and improvement. It is necessary to quickly respond to the introduction of new aspects, related to the development of science and technology into people's lives and business processes, developing and introducing new fields of knowledge, preparing specialists and experts, developing new research methods and modern legislation, that will provide the industry with clear rules and regulations.
