Abstract

The article analyzes the formation and development of police law in the Ukrainian legal science of the early twentieth century, as well as clarifies its further impact on the formation of a modern system of administrative law. Views on the main problems of the science of police law and the origin of the science of administrative law on the territory of Ukraine by leading legal scholars of various law schools of Ukraine are studied. Scientific schools and their views on the development of the science of administrative law are highlighted. The basic theories of administrative law from the standpoint of the science of police law are established. The views of scholars in the field of police law on the subject and method of management, functions and system of science of police law and the general foundations of the theory of administrative management are determined. Views on the positions of administrative law of various scholars in the field of theory of state and law. The specifics of the development of the theory of administrative law on the territory of modern Ukraine taking into account the territorial subordination are determined. The discussion of scholars about the place and role of police and administrative law in the state continues today. Formed schools of administrative law on the territory of Ukraine have different views on the development of administrative law. Systematization of the history of administrative law will establish a unified approach to determining the place and role of administrative and police law in the system of public administration. The historical connection between police law and administrative law as an element of protection of public order in the state is established. Prospects for the development of research in the field of historiography of administrative and police law are outlined. Some points on the specifics of the development of the science of police law in Ukraine and the connection with European countries are identified. Attention is drawn to the pattern - the experience of legislation is gradually moving to the scientific world of administrative law. The development of administrative law occurs through the development of legislation. The history of administrative law is an integral part of the science of administrative law.
