ДЕТЕРМІНАЦІЯ ЗЛОЧИННОСТІ У СФЕРІ ОБІГУ НАРКОТИЧНИХ ЗАСОБІВ, ПСИХОТРОПНИХ РЕЧОВИН, ЇХ АНАЛОГІВ АБО ПРЕКУРСОРІВ В УМОВАХ COVID-19

Abstract

Current article deals with criminological and criminalistic aspects of crime prevention in the field of illicit drug trafficking in Ukraine.Developed approach for the determination of level of crime in drug trafficking. It was found determinants at the individual level, at the national level and determinants of a global nature that formed outside the state, but it does identify criminogenic environment of drug trafficking in Ukraine.

Presently drug control has become acute. In large cities, drugs, mostly of chemical nature , are simply bought over the Internet or using Telegram managers. Payment is made through payment terminals. Young have people formed a new concept - "stash of drugs" – caches (drop point) with narcotic substances.

Favorable geographical location of Ukraine made it transit country where drugs ply from East to West. Corruption in the law enforcement system and at the border has not been combated, and as a consequense drugs are easily available in schools and higher educational establishments. The country is turning into a testing ground for international drug traffickers who test their substances on our citizens, mostly young people.

For creation of effective conditions, environment of counteraction to drug trafficking, creation of special units to fight against drug trafficking and their proper material and technical support is requied, also carrying out of large-scale sociological research of latency of drug addiction and drug crime in Ukraine, creation of specialized institutions which would be engaged in social and psychological rehabilitation of patients with drug addiction and ensuring new approach to drug accounting, attraction of charitable funds, public organizations, religious organizations to participation in counteraction to illegal drug trafficking remains actual, prevention and reduction of cases of diversion of drugs into illegal traffic from facilities licensed for such activities.

Further fight against drug crime requires improvement of legal, organizational, criminological and criminalistic support. It should be noted that the discussion of problems and approaches to improve the investigation of these crimes has a permanent character, it is necessary to further develop recommendations that meet the needs of the time. It is especially necessary to pay attention to modern methods of drug distribution and to carry out preventive work among young people, to involve the public in the detection of these crimes.
