Abstract

The article considers the place of Ukraine in the international rankings of digital development. The main components of the relevant digital development indices are identified, which need to be improved and affect the overall level of digital development in Ukraine. Including:

  • E-Government Development Index (EGDI);
  • WEF/WITSA Networked Readiness Index (NRI);
  • World Digital Competitiveness Ranking (WDCR).

The main advantages of Ukraine's integration into the EU Digital Single Market are identified, including:

  • Growth of productivity of economy of Ukraine through fast and open access to advanced digital technologies and innovations of the EU.
  • Reducing the cost of transactions by switching to online transactions.
  • Reducing trade costs for cross-border digital trade between Ukraine and the EU by reducing regulatory, information and organizational barriers, optimizing logistics, etc.
  • Anti-corruption impact: implementation of European best practices that will ensure transparency and efficiency in the provision of digital public services and e- government (e-customs, e-transit system, etc.), thus minimizing the risk of corruption.
  • Creating favorable conditions for the development of new industries, innovative products and services in Ukraine, modern digital infrastructure and technologies, such as artificial intelligence, big data, etc.
  • Improving consumer welfare: expanded access to digital innovative products and services, strengthening consumer protection for online services, etc.

It was found that for the transformation of Ukraine into a digital state and the appropriate level of its development in accordance with European and international standards, it is necessary to address the issues of institutional, infrastructural, ecosystem, legislative support.

Particular attention should be paid to the regulatory framework, the trends of which in Ukraine need to be improved. Of great importance are the documents of the European Union - regulations, conventions of the Council of Europe, which are joined by more and more world powers. The article offers some ways to solve the outlined problems.
