Abstract

Local elections in Ukraine are not only a production process, but also a great national policy. They form and implement local programs of socio- economic development, local elites and party groups of influence. Such policies are intended to be provided and formed by political parties - constitutional instruments of communication between voters and local self-government bodies.

The Law "On Local Elections" acquires special significance. It establishes that deputies of the local council and the chairman of the council (monitor) are elected in the first local elections for a term until the election of deputies and the chairman of the council in the next elections. Consequently, the 2020 local elections are both regular and first elections. Citizens elected city, village and settlement mayors, as well as deputies of region, district, city-district councils and deputies of city, village, settlement councils in united territorial communities (UTC) under the updated election legislation. The derivative nature of the representative bodies of local self-government is the delegation of the territorial community to their members in the form of a representative mandate of the relevant authorities. That is, through elections, the community gives representatives a mandate to exercise authority on its own behalf.

Decentralization in Ukraine is becoming more relevant. Decentralization is the transfer of powers and finances from the state government as close as possible to the people - local governments, so that they have broad powers, enough funds to be able to address all local issues and be responsible for it.

The foundation of the reform, first of all, is: the principle of voluntary association; expansion of the motivational range for the association; approval of final versions of long-term community plans.

Attention is paid to streamlining the district level; system of territorial bodies of CEB. Emphasis is placed on changes in the electoral system. In particular, the new rules introduce a new system of nominating candidates for deputies - a single and territorial electoral lists. For the first time, deputies are elected to councils at all levels from communities. With regard to the election of mayors and chairmen of village and settlement councils, in this case regular elections are envisaged.

The article considers the formation of a new administrative-territorial system, taking into account the decentralization reforms and the peculiarities of local elections in the united territorial communities. It is substantiated that decentralization reform is necessary for Ukraine.
